(1) On and after-the commencement of this Act no person shall establish or maintain a clinical establishment unless he holds a valid certificate of registration and except under and in accordance with the terms and conditions as maybe prescribed which shall be specified in the certificate of registration.
(2) Notwithstanding anything contained in Sub-section (I), a clinical establishment established and maintained as such immediately before the commencement of this Act may continue to be maintained and shall be deemed to be a registered clinical establishment under this Act-
(a) for a period of three months from the date of commencement of this Act; or
(b) if an application for registration is made to the supervising authority, within the period specified in Clause (a) in accordance with Section 4, till the disposal of such application.
